Standard allows up to 2 virtual machines (OSEs) per license on a single physical server. Datacenter allows unlimited VMs on the licensed server. Both editions share the same core feature set, Datacenter adds shielded VMs, Storage Spaces Direct, Software-Defined Networking, and unlimited virtualization rights. If you run more than 2 VMs per host, Datacenter is almost always more cost-effective than stacking Standard licenses.
Licenses are sold in 2-core packs. Every physical server requires a minimum of 16 cores (8 packs). If your server has more than 16 physical cores, you must license all cores. Each physical processor also requires a minimum of 8 cores licensed. For example, a 2-socket server with 12 cores per socket = 24 physical cores = 12 two-core packs.
